Th tntativ budget calls lor the aliminatlon ol 36 proUttional potitiont 12 of lh staff and a numbtr ol vital programs Th board and central administration would havo tho public btliavo that ths cuts can bo mad without damaging tho educational program. This simply Is not truo I ho cuts ofo allowod to stand, Poughkoopsi will not bo oblo to provide an educational system comparable to those of neighboring districts We will be the only district in Dutches! County that does not oiler foreign language at the unior high or middle school level VveTwiH be therJystrlcnrVlhecounly without an arTprogram ol Iheelementary level The district Is increasingly setting up so called fluid classrooms classrooms combln ing two or even three grades In one room This is being done, not for educational reasons, but to eliminate teachers at the expense of the student The elimination ol four high school English teachers would be made possible only by increasing the English teachers' doss laod by 25 at a time when the board top two prior ities for the coming year are to leach reading in the content areas, especially English and Social Studies, and to emphasize declopment of writing skills Elimination of the Driver Education and Traffic Safety program would not only remove what has consistently been one ol the most popular and Immediately practical courses offered In the high school, it would also mean that those parents who can afford to will have to spend over $100 lor private lessons, or spend still more dollars because of the loss of the 15 re dudion In insurance premiums The reduction In programs for pupils with significant educational difficulties (EMR, PHC, and PSEN) is compounded by the elimination of psychologist and speech Ihereaplst positions Students with exceptional needs, and the parents of those students, are being shortchanged Thousands of dollars' worth of audio visual equipment In the high school will go la waste without the librarymedia specialist who has worked for much of this year In building up the media center.

The high school's Block Studies program, which has developed over the past few years Into a four year coordinated course sequence serving a major portion ol the student population, risks being abandoned For the last three years, Poughkeepsle has faced major staff cuts. Besides the Incalculable effect on staff morale, the district is risking stagnation as we cut ourselves off from the new blood necessary to keep a system vital. As usual, the board is seeking to make up a budget deficit almost entirely at the expense of teachers There or no cuts in administration; in foct.the central administrative stall has grown over the past two years The board speaks of dire economic straits yet it sends 7 representatives lo a school boards' convention In Houston, Texas, at taxpayers' expense It approves the purchase of two new district vehicles, on the argument that the cars are also used by the driver education program then, eliminates driver education It speaks of the district's role In the revltatizatlon ol Poughkeepsle and then acts to decimate one of the keystones of any vital, expending community! the school system Will the city attract families, if it cannot offer school services competitive with those in other communities? Will It retain the families now has? Poughkeepsle has taken a number of bold steps for the sake of the dry's luture, and they are beginning lo pay off Oty residents have shown a reawakened sense of pride in the mall the civic center, and new construction is underway everywhere. Through! the city, residents have Invested heavily in home improvements and restorations. Considerable tax breaks' have been offered to new businesses.

When a city's forward movement becomes severry hampered by 3 a Board of Education philosophy detrimental to progress and student alike, the citizens and city fathers must speak out There Is one thing worse than paying taxes, and that Is not getting what you are paying for the School Board holds fast on Ms decision lo eliminate programs and positions, the Poughkeepsle student and taxpayer will be shortchanged We urge all to attend the public hearing on the budget Thursday, June 9 at 8 o'clock In the Middle School Auditorium. Poughkeepsle Public School Teachers' Association Donald F. Murphy. President Joseph A. Catanxaro, Vice President 1.
