36 PouqMi ptW Joumol Schueler From page 35. prohibitive," and that its assumptions "are totally He said the study has overestimated projected garbage tonnages, which could have a direct bearing on the actual cost per ton for disposal, and that the project is "totally reliant upon unknown and unproved revenues from the sale of fuel gas and an uncommitted state grant of over $12. 5 million." Jhe prpposed pyrolysis system would turn garbage into a natural gas like fuel, that would be sold to Cenral Hudson to generate electricity. The revenues from the fuel expected to increase as natural fuel supplies worsen would be used to offset the cost of the disposal operation. The S3S million capital cost of the project is supposed to be offset by a J12.5 milIion state grant, but Schueler said that cannot be relied on because of the state's "poor track record." The county executive challenged the need for a 700 ton per day plant, claiming the county's core population area has never even produced 400 tons per day.

He also attacked the Idea of importing oat of county garbage to increase the daily tonnage and thus make the plant more efficient. He claimed there would still be an annual deficit of more than 500,000, and said the importation of refuse "is tantamount to asking Dutchess County residents to subsidize other municipalities. "It Is a ploy by which the per ton cost is contrived and actually misleading," said Schueler. "Rather than be the computer capital, Dutchess County would fast become the garbage center of the Hudson Valley, with a $50 million albatross around our necks," he said. Schueler arrived at the $50 million figure by adding an, estimated $13 million In Interest costs to the project.

Schueler also argued that everv county resident would be paying taxes to support the facility for the 12 years Democrats From page 35 a lengthy statement Thursday picking apart the Bodner Report, which contained preliminary engineering plans for the system. The report was released a week ago. "1 Know there are many Republicans who are more open minded on the subject of the Bodner Report than the county executive," said Mrs. Pattison, who said Schueler's rebuttal to the report was "full of fallacies and loopholes." The minority leader said that although there is substantial Democratic support for the system, there are still "many questions many legislators have not yet read the Bodner Report. She said the Democratic legislators are "not willing to go out on a limb" until they have a chance to complete their review of the report and get answers to their questions.

The pyrolysis proposal would need 24 votes to pass the 35 member legislature. If the Democrats stuck together as a 17 vote bloc, they would need at least seven Republican votes, to insure passage. It is believed that at least two Republican votes are insured for the project, THANK YOU for a successful GRAND OPENING. Schueler said the county Is at 84 per cent of Its legal tax limit, and that taxpayers already are straining "without a $35 minion garDage facility. "Besides, we have all been discussing the Implementation of costly Jail Improvements, a new air terminal, the relocation of the Social Services Department, the Southern Dutchess Sewer Project, computerization and other costly projects," said Schueler. "We must place priorities on projects and that which we can afford for each.

"It Is my suggestion that we assess our financial capabilities, review the alternatives, and shelve an engineering report that should never have been authorized by my predecessor," he said. "We are presently at the frontier of scientific developments dealing with solid waste disposal," he said. "However, no one has, as yet, substantiated any specific system worthy of so huge an investment." "We must dispose of our refuse safely and scientifically, but certainly this can be accomplished without the need to bleed $50 million from an unsuspecting public, particularly if they are told that the system is the most economical or most cost effective," he added. "This simply is not true." Bodner declined immediate comment on Schueler's statement, and said he would be reviewing his report with the County Legislature on Monday.
