From 17 Hurst, Gerard Carney and Patricia Russell said they would not attend the hearing until police protection was provided. The board then voted 5-2, with Mrs. McNeil and Robert Sheehan opposed and Dolores Chechek not attending the private session, to call for the police.

After an hour's delay, the public hearing resumed in a calmer atmosphere. Sturgis said he talked with Heiser and persuaded him to return home when a state trooper arrived. Cassidy finally addressed the board although it was over the objections of board members Carney and Dr. Hurst. "I am going to speak," Cassidy declared as Dr.

Hurst objected in the background. "We have waited for three and a half hours, and if you will just give me three Cassidy then criticized the board for what he said was an unreasonably harsh stance in the negotiations with the cafeteria workers. He said the cafeteria workers' current salaries are ranging from $3,900 to $7,000 for fulltime workers, yet the board is unwilling to consider an increase of more than 4 percent. After Cassidy's speech, the board debated some adjustments to the budget, and then just minutes before the midnight deadline approved the tentative budget by a 6-2 vote. Due to a state regulation requiring that the tentative budget be adopted a certain number of days in advance of the public vote, the board would have been forced to postpone the June 6 vote if they had not adopted the budget by midnight.

Voting against the adoption of the tentative budget were Mrs. Chechek and Mrs. Russell. Mrs. Chechek was opposed to any increase in taxes, and she also she said was not provided enough information on the budget's impact on the students' education.

Mrs. Russell voiced opposition to the budget because she said $100,000 in last-second unanticipated revenue should have been used to buy needed instructional supplies rather than used simply to cut the tax increase. The district recently received a $100,000 refund from Dutchess County BOCES, and because of the additional funds, the tax rate increase for 1979-80 under the tentative budget is estimated at 3.79, rather than the earlier announced 4.44 percent. The budget, which is a $2.3 million increase over the current budget, calls for a maintenance of current programs in the district although five teaching positions at' the elementary level would be eliminated through attrition because of declining enrollment, Sturgis said. The tentative budget provides additional funding for the purchase of new library books and textbooks.
